an Office in Hong Kong, if they want to, any more than they can prevent any other commercial

concern maintaining such an Office, unless of course it in some way, breaks the laws of

Hong Kong.

that they would no doubt prefer to await the

views of His Majesty's Minister at Peking

before making any general observations. Say

that the Secretary of State is not clear of the

grounds on which the Governor claims that the appointment of a Superintendent should be in effect subject to his approval and that failing this, he has a right to close down the Office, and ask whether they can throw any light on the position of the Hong Kong Government in

relation to this Office.
